  • Biography

    Als Verwaltungsbeamter Preußens und des Reiches im Rheinland tätig, vor allem in der Besatzungszeit nach dem ersten Weltkrieg, nahm A. an fast allen wichtigen Konferenzen der Nachkriegszeit teil. 1926-30 war er stellvertretender Reichskommissar für die besetzten Gebiete, 1931 Generalkonsul in Kattowitz, 1934-35 Gesandter in Brüssel.
